Why the app keeps it small
Instagram simply never built a "view full size" option for profile photos — the DP exists at full resolution on their servers, but the interface only surfaces the thumbnail. A profile viewer requests that larger stored version instead, which is why you suddenly see detail the circle was hiding.
Why people view a DP full size
Usually to check who someone really is — before accepting a request, replying to a seller, or trusting a new follower. A clear, full-size photo (and a reverse image search) tells you fast whether an account is genuine or a recycled stock photo.
What it can't do
Public accounts show their DP full size; private accounts still show a (small) profile photo but nothing else. No tool unlocks a private account's posts, and opening a DP never notifies anyone.
