Once the underlying story expires, the highlight lives on but the viewer list vanishes. Open that highlight later and there's no "seen by" — Instagram simply doesn't retain per-person view data for old highlights. You can't see who watched, period.

What this means for watchers

If you watch an old highlight (most of them), the owner cannot tell it was you — the list is already gone. But watch a fresh one within 24 hours and you'll appear. Since you can't easily tell a highlight's age from the app, that's the risk.
